Ban Jiun Ean

CHIEF EXECUTIVE

Ban Jiun Ean read law at the National University of Singapore before joining the Ministry of Law. He spent nine years doing legal policy work, with a focus on the development of Singapore’s alternative dispute resolution (ADR) industry. 

Jiun Ean spearheaded the development of the world’s first integrated dispute resolution centre, Maxwell Chambers, which brought together arbitral institutions, service providers and legal practitioners under the same roof in a facility equipped with bespoke dispute resolution rooms and state-of-the-art supporting technology. In 2010, he was appointed Chief Executive of Maxwell Chambers, helming the company for five years and establishing it as the foremost dispute resolution centre of its kind in the world. In 2016, he left Maxwell to pursue several other projects, including the development of an arts centre and to write several novels. In 2019, Jiun Ean was appointed as the Executive Director of Singapore Mediation Centre (SMC), working to strengthen the mediation industry in Singapore and globally. 

Jiun Ean returns to Maxwell Chambers as Chief Executive, to augment the team as it continues to build on Maxwell’s position as the premier ADR facility in the world.

Karen Tan was the Chief Strategy Officer at Maxwell Chambers for the past three years, where she oversaw the organisation’s strategic direction, institutional partnerships and thought leadership agenda as Maxwell advanced its position as a leading dispute resolution hub in Asia. She currently acts as a consultant to Maxwell Chambers in the capacity of Strategic Advisor, continuing to advise on long-term strategy, institutional partnerships and key initiatives in support of the wider dispute resolution community. She remains closely involved in Maxwell’s programmes and continues to represent the organisation in various capacities.

During her tenure as Chief Strategy Officer, Karen led the strategic repositioning of Maxwell Chambers from a premier hearing facility to an integrated dispute resolution hub. She developed and implemented a rebranding strategy anchored on three pillars: Engaging the ADR Community, Innovating Thought Leadership, and Reinventing Hearings, aligning operations, technology and programming with a broader institutional mandate.

She established several platforms to reinforce Maxwell’s leadership within the ADR ecosystem. She launched Maxwell En-Route to provide a forum for industry dialogue, created Maxwell ConnectHer to enhance the visibility of women arbitrators across the Asia-Pacific region, and convened senior stakeholders through the Maxwell Summit and the Singapore Arbitration Dialogue to address developments shaping the future of dispute resolution. Through these initiatives, she has worked to showcase experts based in Asia-Pacific and to create meaningful opportunities for collaboration across institutions and jurisdictions.

Karen also played a central role in strengthening Maxwell’s international partnerships. She has been involved in the IACA Global Digital Passport initiative, which aims to provide arbitrators with access to a more connected network of hearing centres worldwide. She continues to contribute to the development of cross-institutional partnerships and collaborative frameworks that support greater connectivity within the global arbitration community.

She is currently the Competition Director of the Maxwell Challenge and continues to lead the development of the competition as part of Maxwell Chambers’ engagement with the next generation of arbitration practitioners.

Karen also holds senior leadership roles within the Campaign for Greener Arbitrations. As former Co-Chair of the Institutions Task Force, she led the development and release of a Green Survey and Sustainability Report. She currently serves as Vice-Chair of the Steering Committee while continuing as Co-Chair of the Institutions Task Force, contributing to the implementation of sustainable practices across the arbitration community.

Prior to joining Maxwell Chambers, Karen was Business Development Director at the Hong Kong International Arbitration Centre (HKIAC). Over a decade at HKIAC, she led global outreach and strategic initiatives, including the creation of Hong Kong Arbitration Week, supporting the Centre’s digital transition to facilitate virtual hearings, and contributing to the launch of the HKIAC Case Digest. She worked closely with organisations such as international organisations, as well as governmental bodies across Asia, on judicial training and capacity-building initiatives to promote arbitration.

Karen holds a BS in Business Administration and is admitted to practise law in Hong Kong.

Angelaine Lim is the Head of Finance at Maxwell Chambers.

With more than 10 years of experience at the Singapore International Arbitration Centre (SIAC), Angelaine is no stranger to the ADR industry. As their Finance & HR Director, she had played a key role in leading the team on various important projects and ensuring that daily operations are smooth in the Finance & HR department.

Effectively bilingual, Angelaine holds a Bachelor of Business Administration (Accounting) and has professional qualifications from ACCA.

Jastine is a seasoned Human Resources professional with more than 20 years of progressive experience in human capital management across Singapore’s hospitality and food and beverage industries. She currently serves as Head of Human Resources at Maxwell Chambers, where she leads the organisation’s HR strategy and oversees the full spectrum of people management functions.

Jastine brings extensive expertise in talent acquisition, employee relations, payroll administration, compensation and benefits, HR policy development, and regulatory compliance. Known for her strategic yet people-centric approach, she works closely with leadership teams to align HR initiatives with organisational goals while fostering a positive and high-performing workplace culture.

Prior to joining Maxwell Chambers, Jastine held senior HR roles at organisations including Grand Copthorne Waterfront Hotel, No Signboard Holdings Ltd, and Coffee Club Pte Ltd, where she advanced through multiple HR positions over more than a decade to become HR Manager. Across these roles, she successfully led recruitment initiatives, managed payroll and statutory reporting, implemented HR policies, and supported workforce planning and organisational development.

Jastine holds a Bachelor of Science in Management (Honours) from the Singapore Institute of Management and is a Certified Professional (CP) with the Institute of Human Resource Professionals. Her contributions to workforce development have also been recognised through awards such as the WSQ HR Mentor Award and the SCORE Spark of Hope Award.

Currently serving as Head, Client Relations at Maxwell Chambers, she brings a strong track record in stakeholder management, operational leadership, service excellence, and business growth.

Patsy has successfully led large cross-functional teams, overseen customer service and operations at national-scale organizations, and driven enrolment, retention, and client engagement strategies. Her leadership roles at SISTIC Singapore and The Learning Lab demonstrate her ability to optimize service delivery frameworks, enhance operational efficiency, and elevate customer experience standards.

Bilingual in English and Mandarin, and professionally certified in communication and data storytelling, Patsy combines strategic thinking with hands-on execution. She is passionate about driving organizational excellence, strengthening client relationships, and leading high-performing teams in dynamic business environments.

Her professional background encompasses legal affairs, compliance, business development, and legal technology. She has held in-house positions across sectors, where she gained extensive experience navigating complex legal and regulatory environments. Her experience spans the implementation of strategic legal frameworks in sectors such as maritime, commodities, and fintech, with a focus on client-facing legal operations; contractual negotiations; contentious and non-contentious work.

Prior to joining Maxwell Chambers, Cassandra led legal technology start-ups through the unprecedented challenges of the Covid-19 pandemic. In these capacities, she integrated legal innovation with corporate strategy, while spearheading business development initiatives and cross-border legal solutions.

Cassandra has a passion for advancing access to justice and to promoting forward-thinking and progressive business-aligned legal practices. She holds a Bachelor of Laws (LLB) from Birmingham City University in the United Kingdom, and is currently pursuing a Master of Laws (LLM).
